Director General of International Student Affairs: Universities Must Admit International Students Only Through Licensed Recruitment Agencies

The Director General of International Student Affairs at the Student Affairs Organization announced that universities are required to cooperate exclusively with officially licensed international student recruitment agencies when admitting international students.

According to the Public Relations Office of the University of Science and Culture, quoting Islamic Republic News Agency (IRNA), Jafar Razaghi made the remarks on Wednesday during a meeting on the challenges and solutions related to the recruitment of international students through recruitment agencies. The meeting was held at the Student Affairs Organization and attended by representatives of licensed international student recruitment institutions.

He stated that, until recently, there had been no legal framework authorizing institutions to recruit international students. Therefore, a specific regulation was approved and officially communicated, based on which a public call for issuing recruitment licenses was announced.

Jafar Razaghi added that, following the announcement, a number of institutions successfully obtained official licenses for international student recruitment. The purpose of the meeting, he noted, was to exchange views with these authorized institutions, clarify the Ministry of Science’s perspective on international student recruitment, and discuss the challenges faced by recruitment agencies.

He further emphasized that Iran possesses sufficient academic capacity to host international students and that the presence of licensed recruitment agencies is essential to facilitate this process.

The Director General also noted that, during the meeting, several issues raised by recruitment agencies were discussed, and it was agreed that obstacles within universities that may hinder international student recruitment should be addressed and resolved.

Jafar Razaghi reiterated that universities are obligated to admit international students only through licensed recruitment agencies officially listed on the Student Affairs Organization’s website.

He further added that discussions were held regarding the introduction of licensed recruitment agencies to other governmental and institutional bodies in order to facilitate broader cooperation. At the conclusion of the meeting, it was decided that recruitment agencies would submit their website information to the Student Affairs Organization for official introduction and promotion.
